1. GOVERNMENT RELATIONS

STATE UPDATE:

Take the time to inform yourself about the 2010 statutory changes . Several legislative changes which impact the rental housing industry, including changes to landlord-tenant law, passed during the 2010 session.  The August issue of the Advocate includes Part I of the Legislative Recap covering the landlord-tenant changes and the upcoming September issue of the Advocate includes Part II of the Legislative Recap.  Both Legislative Recaps have also been made available to MHA members on our website. 

Enforcement of portions of Lead RRP rule delayed.  The Environmental Protection Agency (EPA) recently announced that it will delay enforcement of the training requirement under the Renovation, Repair and Painting (RRP) rule until October 1, 2010.  The delay allows renovators to sign up for the required certification training by September 30th so long as the training is completed by December 31, 2010.  The EPA, however,  is not delaying enforcement actions for those found to be in non-compliance with the lead-safe work practice requirements.

MUNICIPAL UPDATE:

Minneapolis:  The Regulatory, Energy & Environment Committee of the Minneapolis City council held a public hearing on a proposed 3% across the board increase in license fees.  Rental license fees are included in the proposal, they would be for the first unit only, which would be increased from the current $65 to $69 for 2011.  The Committee delayed action on the proposal for one cycle, July 26 th , and directed staff to analyze the impact of delaying implementation of the increase by six months, reducing the increase to 1.5%, and exempting the hospitality industry from the increase.

Robbinsdale:  The Robbinsdale City Council had its first reading of a proposed ordinance which would require limited Phase I Crime Free Training (4 hours) and also require use of the Crime Free Lease Addendum. 

Rochester:  The Rochester City Council held a public hearing on July 7 th to consider proposed changes to its rental licensing ordinance.  A revised proposal will be presented to the Council at its August meeting.
